History
The use of the California High School Exit Exam as a graduation requirement began in 2006. The law was initially passed by the California state legislature in 1999 and was championed by Mr. Jack O'Connell. At the time, Mr. O'Connell was a state senator but he has subsequently taken leadership over the entire California Department of Education(CDE). The test was going to be put into place for the graduating class of 2004, however, due to controversy surrounding the test it was delayed into 2006. The primary goal of the exit exam is to make sure that all students who graduate with a high school diploma from the state of California can demonstrate proficiency in the core subjects of mathematics and English. The exam is composed of two sections which thoroughly test state content standards in both of these subjects. The mathematics portion consists of state standards from grades 6 through 10 covering: Number Sense, Data Analysis and Statistics(Probability), Algebra and Functions, Measurement and Geometry, Mathematical Reasoning, and Algebra 1. The English-language Arts section also tests state content standards through grade 10 with an emphasis placed on reading comprehension, proper grammar usage, and writing fundamentals. While the goal for the test is clear, its use as a graduation requirement has been met with resistance from many special interest groups who feel that the exam is unfair to certain groups of students. Bills like SB517 were later passed in an attempt to address some of these concerns. SB517 granted students with learning disabilities a one year reprieve. Supprters of the exam cite that graduating large numbers of students who can not demonstrate basic proficiency in core subjects diminishes the value of a high school diploma in the state of California. Currently the CAHSEE is used as a hard graduation requirement for all students attending public high schools in the state.
